Covering return vent in basement A/C

Moved into a new two story house about this time last year. A/C worked great all last summer, but when winter rolled around the furnace kept short cycling. Trouble shooting revealed it was overheating due to lack of return air. Solution was to add additional return vent close to the furnace in the basement. So far this summer it seems the upstairs isn't cooling off as much with the A/C and my thought is with that new return vent added closer to the furnace it is taking away from the upstairs returns that are furthest from the furnace. I've tested all the returns with a tissue and all still have suction, but I was wondering if covering the newly added return in the summer would help cycle the air better upstairs without causing harm to the system. Thoughts?
