A few questions on ductless heat pump installs

I called around my area and managed to find one place that will install these. They're a Fujitsu shop, and they'll only install single pairs (one outdoor, one indoor), as they're apparently not certified for the mini-split portion (running multiple indoor head units from a single outdoor unit).

I was given a quote for each unit fully installed (including electrical run), with a 5% discount for 2 or more. Rounded: * 9k BTU, 23 SEER, $2800 * 12k, 21.5, $2900 * 18k , 19 (or maybe 18), $3500

(I don't have exact model numbers on the quote)

The guy did a load analysis and said 4 tons for the whole house, or 2 tons per floor. But I'm going for a whole-house install from the start.

Currently I have window units: a 12k for the main living space, a 12k for the master bed, and a 9k for another bedroom.

I want to replace all 3 units with a 12k for the initial install. When I have more funds (and I see how they perform), I'll likely install 1 more 12k on each floor (one bedroom, one common area).

After taxes and discount, I'm looking at about $8750. Firstly, these prices sound pretty reasonable to me, but I have no basis for comparison. Any opinions?

Also, will I be able to get a federal tax rebate for these?

Any thoughts or follow-up questions I can ask before pulling the trigger?
