AC contactor pushes out. Help Diagnosing.

A few days ago My AC went out for about a day. Checked the filter, changed it, looked for ice. There wasnt any. Took the door off looked around took it a while to start back up so i left home and came back. Then came back on sometime that night, and went out again the next day. Turns out the capacitor was completely dead got a new one and replaced it. the unit came on but after a couple of seconds the contactor pops out.... checked my voltage at L1 and L2 im getting around 247V at the terminals on either side that are supposed to read 24V im getting between 0.0 and 0.38 it fluctuates. also between L1 and T1 im getting 0V Between L2 and T2 im getting 247V. Could it just be a bad contactor/coil. What is my next step? Someone said low freon could be the problem but seeing as how the capacitor went out im thinking its most likely electrical?
