Cleaning Ac units in building with chilled water tower? Is it worth it for a single apartment to clean the ducts, or does the whole system need work?

Hey guys, I figured I'd ask here before hiring a company to come clean stuff.

SO my GF's apartment has absolute shit air quality, and opening the window isn't really an option, as we live in a very hot, very dusty place.

The apartment tower has a chilled water system for AC. Is it worth it to have someone come in and clean the ductwork in just the apartment? Is it a building wide problem, and we just have to deal with it, and the whole system needs cleaning?

All my google-fu practice, and I still havent found the answer.
