Extremely worried about possible carbon monoxide leak in home due to water heater/furnace exhaust pipe.

So apparently the bottom of this exhaust pipe has been rusting out for a long while now (I didn't even know about this, apparently it was in way worse condition before this fix for quite awhile now) and then in the last few days (or weeks... not sure) it just completely rusted out and my dad found the bottom of it lying on the floor in the basement. He got a cap to cover the exhaust as a temp fix for now and screwed it in. However, this does not look safe at all to me and it looks to me like a ton of gas could easily escape the cracks since the cap was placed inside the old, rusted pipe. He's also not worried because he said the gas immediately goes up once it reaches this pipe. I also included a pic of the pipe from the water heater, I don't see any actual holes in that pipe but it looks to be in very poor shape to me as well. So my question is are we even safe to have the furnace/water heater on right now or should I just turn them off for a couple days until I can get someone in here to apply a permanent fix? I've had the furnace off all day anyway just to be safe and we shouldn't need to use it for a long while anyway now that it's getting so hot out.
