Radiant ceiling heating: Is it possible and a reasonable idea to use radiant ceiling between second and third floor to heat both floors?

We have just purchased an old (1920) victorian home. The first floor has a rental and we'd like to leave the tenants there undisturbed. This makes radiant floors an issue. But it dawned on me that if we went with radiant ceilings, couldn't it heat the second and third floor where we'll be living?
