Renting a place and wondering if the A/C needs replaced or just a minor problem fixed.

So I moved into a new place and the air conditioner does not seem to work very well.

Timeline of events:

  1. First day it got over 80 this May the AC would not cool to the desired temp. Had it set to 75 and it wouldn't go below 77.

  2. Racked up a massive 120 kWh bill that day trying to cool off the house.

  3. Called the rental people and they send their tech. He hooks up his thing, tells me it's just a dirty filter, and it was. Replaced filter. House cools off, although it was a fairly cool day this happened. 78 or 79 high.

  4. Two days later it gets to 85 outside. House won't cool off. No matter what I set it to, 75, 76, 77, it's always a couple of degrees hotter in the house.

  5. Tech comes out again this morning before 10 AM. Hooks up his machine. Dumps some refrigerant into the unit outside. Unscrews a panel off the unit in the basement and checks it out to make sure nothing's blocked up. Seems to be satisfied and leaves as the A/C has the house cooling at 73 degrees.

  6. Heats up this afternoon. It's currently 85 outside, 77 inside, and I have the A/C set to 74.

I don't anticipate the A/C ever turning off today, unless reddit tells me to, because I'm at a loss what to do right now.
