a/c troubleshooting help

I've got an issue with my a/c, and I would really appreciate some unbiased help so I have a clue what's going on. For the record the only thing i know about HVAC is understanding how fans and generic heat exchangers work (not HVAC specific).

The issue: blows cold air for a while, then stops blowing cold but the main house fan and the condenser unit fan (? the outside part ?) remain on (no, the fan is not set to "on")

When it's working well:

  • air coming out of the indoor vent closest to the crawlspace part of the HVAC is around 52f
  • the condenser fan outside is blowing pretty hot air out
  • one coolant line on the condenser is hot (the small one)
  • one coolant line on the condenser is cold (the bigger one)

When it's not working:

  • air coming out the vent is about 69f
  • condenser fan outside blows ambient temp air
  • both coolant lines on the condenser are ambient temp

Other:

  • technician came last week, said refrigerant pressure was good. this is in line with what another technician said 8 months prior when called to replace a capacitor on the condenser.
  • technician said unit was pulling 32 amps (min amp spec on condenser says 24amps). no idea if this was accurate.
  • technician thought thermostat might be bad. this is not accurate, I have a spare which exhibits the same behavior.
  • there is a wire taped to one of the coolant lines going to the condenser outside, seems weird. I have not untaped it yet to see what's under it (I imagine it's a thermocouple?)

Please help, I hate being hot.
