Looking to replace 35 year old Ruud A/C unit

We have a 30 year old Ruud 3-ton A/C unit for 1700 sq ft. 3 floor split level house. It still cools the house but only to 77 degrees. if I set it any lower the unit will run all day (it still does that when the temp goes above 90). It used to cool better years ago but that was also years ago so I am not sure how well is well. I had a tech visit a 3 years ago and he said the air handler was blowing something like 48 degrees. I'm sure a new unit will help but that cold of a temp had me thinking if the issue was duct related. I also have issues with my windows in the living/dining room. They let so much heat in during the morning and the gaskets have failed (condensation in between) that we are looking to replace them shortly.

I had a few companies out here, some say to replace the main duct in out attic with a larger one, others say to replace the main as well as larger ducts to each room (currently 6") while others say just to add one more duct to the living/dining room. I don't know who to trust with this. I also do clean the coils yearly and replace the filter every 3 months.

I'm going to bring in additional people to see but do these quotes seem a bit high? There is one large metal duct coming off of the air handler that feeds flex piping to the 2nd floor. The first floor has a flex duct feeding to a larger metal duct which runs down to the 1st floor, and the 2rd floor has flex duct from the main duct out of the air handler.

Any help would be appreciated.
