Model: CK42-1 3.5 TON 10+ SE from 2001 - condenser fan won't turn (not jammed, will if i move it), buzzing sound, gets warm on top of motor...replace?

I assume it is a busted motor - see replacement on amazon for $100 http://www.amazon.com/Goodman-Mfg-Company-B13400252-Motor/dp/B00GHNANQK and can call HVAC to install ..... however, I had to refill with R-22 last year, may need more this year and wonder if I should replace system (I'm cheap though ....) or give it some more time ... any thoughts on diagnosis and/or replace?
