Need help with further diagnosing my AC Unit, as it has terrible air flow in some rooms, and amazing in others. Also the AC has not been working for the past 3 days, and inside temps are at 90 degrees. I ask urgently as two repair techs from different companies came out, and still nothing.

So I watched a quick troubleshooting guide on youtube to check for things that I could possibly fix. I noticed when I ascended to the attic that air was blowing out of the (I am a newbie to this stuff so I don't know the jargon) Metal box that then crosses atop our 1 floor house. I noticed there was duct tape there previously, but it had dried out, and peeled away letting air leak out (not a lot of air). I just got done Taping around it, to see if that fixed anything, and it only very slightly improved the air flow (almost unoticable)

I then checked outside, and noticed the fan wasn't running even though the thermostat is set to 69 degrees, and in the ON instead of Auto position. I turned off the power via both outside switch, and the one inside. I then took the top of the AC unit off, which brought the fan and fan motor out with it, looked around and realized I know dick about this kind of stuff, so as I put it back on, and turn everything back on, it still wasn't working, which it had before, but would make a weird noise after 10 seconds or so then shut off. I noticed one of the fan blades was slightly touching two of the screws that were coming in from where the capacitor (compressor maybe?) was. I adjusted the fan so it was clear of the screws, turned it back on, and now it's running without stopping, but the air coming out is still not cold, or pumping hard enough to cool the house at 8pm (it's 89 currently, and we can't put our son to sleep in a room that hot).

Also I noticed that the liquid line (the copper one) was VERY VERY hot to the touch, and the line that runs next to it (I don't know the name) wasn't cold to the touch at all.
