Urgent - think I may be getting scammed

[Will update with Model numbers once I get them. I know it's a Rheem unit.]

Background: lived in our house 4.5 years, got a 9 year old split-unit HVAC system (upstairs and downstairs), never had any issues. Never had anyone come out to do any inspection on it until today (purely preventative).

Today: Had a guy come out to "check up" on our system, clean the coils, etc. Said everything looked fine. Noticed immediately after he left that the upstairs compressor was not coming on - fan activated, but the air was blowing hot. Can verify outside that the compressor isn't running.

Whether maliciously or by honest mistake, what might the A/C tech have done that would disable a compressor? I'm reasonably technically proficient, just not familiar with HVAC systems. Please let me know what I should check. Thank you.
