Window AC does not adequately cool space. Compressor seems to keep shutting off.

I just bought a used GE ael12arw1 12,000 BTU window unit off Craigslist and it is not working correctly. I set the desired temperature to 72 degrees, but it never gets below 79; most of the time it stays in the 80's. The unit seems to blow cool air for a little while until the temp drops to about 79, then I hear what I believe is the compressor just shut off then it starts blowing warm air and the temperature raises back up to the 80's. It is so frustrating! What could be the issue? Is it even worth getting a technician to come out and take a look? Should I just chalk it up as a loss and buy a new unit?
