Ac freezes even though the evaporator coil is perfectly clean.

The AC stops blowing air at all. The pipe coming in from outside is frozen and the same outside is frozen. The evaporator coil is perfectly clean. The condenser runs and it also clean. Using only the fan we can lower the temp slightly. Before it freezes it has cooler air but not exactly cold air.
