Advice Needed Before Hiring Contractor for Airflow Issues on Upper Floor

I live in a '70s two story home in Orange County, Southern California. The home is 3053 square feet, running a Trane XL18i AC unit (4-5 tons?) and a Trane XV80 gas furnace.

I had three different contractors give me different advice on how to address the issue of a hot second floor. The latest contractor gave me the most detailed plan, but I wanted to ask the experts of this sub about the work proposed.

The airflow on the bottom floor is fine except for the kitchen and dining room (supply might be the runoff?). There is only one return located on the bottom floor, close to the ground. They pointed out that the sizing of the return might not be right and that there is not much that can be done since the furnace is in the garage. The contractor suggests to replace the existing registers on the second floor to larger ones, and to add an additional register to the bonus and master rooms. They also suggested to relocate the registers closer to the window, blowing down from the ceiling. They also suggested replacing the existing flex ducts to sheet metal that are located in the attic.

I asked about insulation as the existing insulation is the rolled pink type and from my observation, might not be the cleanest looking insulation work. Even after these suggestions, they said that airflow and temperature will improve, but because of the poor design that all problems will not be fixed.

Does this sound like a reasonable solution to the problems I have? I do not want to spend few to several thousands of dollars if I am only getting a slight improvement. Also, if anyone knows what a reasonable cost for this work, I would appreciate it.
