So my fan stopped spinning, it starts again if I poke it with a stick, so I suspect the capacitor has gone out.
I plan on going to the store first thing in the morning to get a new capacitor.
I went into the attic to check everything is fine, and I noticed two things out of the ordinary.
First, there's a gap in insulation on a pipe coming in from the outside which now has a huge chunk of ice on it. http://m.imgur.com/lWR5RGq
Also in the tray below the attic unit, there's a pool of water collecting. http://m.imgur.com/Jf131uI
The attic unit seems ok aside from that, the filter is new, there's air passing across the filter now that the outside unit fan is spinning, however the air coming out of my ac vents, although cool, has maybe 1/4 of the power it normally does.
Just wanted some advice on what to do short of calling an ac guy and spending a fortune.
Edit: I'm in Texas and it's like 100 degrees, so I didn't expect to see ice.
