Heat pump stops pushing cool air when outside temp goes above certain level?

I have an electric furnace and heat pump. For most of the early summer, it's been working fine. But now it's doing this thing where the system stops blowing cold air if the outside temperature gets above 90 degrees or so fahrenheit.

It's so bad that I'll run the system and my inside temperature just goes up. But when it's not so hot outside everything seems to work fine.

Does it need to be recharged? Is it because my attic is heating up the ventilation network too much?

Any help you guys can give is greatly appreciated.
