My Ac isn't working. Help me fix it and i'll buy you pizza.

My AC decided to kick the bucket and it's been getting pretty hot here (at least for my climate anyway, Oregon). I'm an apprentice electrician (3rd year), and HVAC is outside my knowledge when it comes to most things. If any of you can help me fix it, I would be most grateful, and I would also buy you pizza.

There is a furnace inside and a heat pump outside. Initially the heat pump outside seemed to be working while the furnace motor inside was not running (though it's possible the outside unit might have only been functioning intermittently.)

After some checking, I decided to replace the blower motor and run capacitor for the inside furnace. That fixed the problem on the inside and now the furnace is blowing air.

However now (as is my luck), the outside heat pump fan is no longer running (maybe it already had issues, no idea). I have pulled off the side panel and tested for incoming power at the contactor and found 120V on each of the incoming legs... In the outside unit I have replaced the Fan Motor, motor capacitor, and the condenser capacitor as well, and yet still the fan refuses to spin.

Not sure where to go from here. Please help Internet.
