Upstairs unit in northern Los Angeles (near the San Gabriel mountains) has a history of underperforming HVAC. The unit on the roof is a Rheem RACC series from the mid-80s, either an 024JAS or 030JAS. This is most likely rated SEER 8 or 9 at best.
The system takes hours just to cool the apartment one or two degrees and struggles to get below 75°F even on mild days.
The ecobee smart thermostat in the unit gives a surprising amount of useful data including system on/off, indoor / outdoor humidity, set point, indoor / outdoor temperatures. Gaps or broken lines indicate the system was turned off.
Does the landlord have an obligation to replace the system at this point? Unit is likely costing the tenant >$500 a month to run.
