Warm Blower Motor

About 4 years ago, the blower motor on my furnace burned up to the point where you couldn't freely spin the fan. Pretty easy to identify what was wrong there so I replaced the motor and capacitor and all was well and good. This evening, I notice the house getting hotter and hotter. Checked the vents and not air was coming out.

After taking off the panel of the furnace, I noticed the fan was spinning, but not near as fast as it normally does. I pulled the motor and noticed it was pretty warm to the touch (not to hot to handle, but decently warm). With the motor just in my hands, I could lightly smell that nice electrical burning smell (nothing severe, but it was there).

Is this a bad motor? I hate to replace a 90$ motor and this to be simply a bad run capacitor (I don't have a multimeter to check the capacitor).

Also, I know I can call a tech but I have done this replacement before and I can't afford to pay a tech $400 right now.
