AC fan suddenly stopped working/blowing very weak. Not sure where to start troubleshooting.

We have a bit of a complicated system...mini-splits downstairs and a traditional blower upstairs. Upstairs and downstairs all go to the same heat pump outside the house (I think). I installed an ecobee a few weeks ago upstairs and it's been working great, until all of a sudden on Friday the AC upstairs stopped working. No air movement at all from the supply or returns upstairs, and the fan didn't sound like it was trying to turn on at all. Downstairs was all working fine though.

I checked all the wiring to the ecobee and tried to manually turn on the fan by connecting the green and red wires, and that didn't seem to do anything. Emptied out the condensation tank, checked the filter for any obvious blockages, checked to make sure everything was getting power ok. All the obvious stuff checked out.

Then all of a sudden today it starting working again...barely. The volume of air is much less than usual. I can't tell if the fan is spinning slower than usual, but the air pressure is definitely weaker.

The system was just installed in 2013 and we just had an HVAC inspector look everything over when we bought the house last month, so I doubt the fan is dying. What else could be going on?
