Central AC on second floor only?

We're thinking of putting central air in our house. Ideally, we'd like a two-zone system (or two separate systems, one located in the attic to serve the second floor and one in the basement to serve the first floor), but we aren't sure if we can currently afford that. Does it ever make sense to install a system for the second floor only so that we can sleep comfortably? Would putting the thermostat in the master bedroom be better than putting it in the hallway, where the heat rising from the first floor could cause the system to be on when it isn't really necessary?
