Compressor and cold weather

So I get to a rooftop to do an ac cleaning and inspection and find the compressor not running. Capacitor is good and voltage is fine to the unit. CFM is running also. There are no cutoffs or anything between high voltage from contactor to compressor so I shut the unit off and restart it and the compressor will pull LRA for a few seconds, sounds pretty bad too, then shut off even with contactor pulled in. So I'm thinking either bad compressor or since the weather is a bit colder oil in the compressor is stopping refrigerant from flowing properly out of the compressor and causing it to shut off. Unit is only 2 years old and in pretty good condition overall, I believe it's a reciprocating compressor. Any have any thoughts on this? I left it and told the customer to call us back when weather gets warmer, it was about 50 degrees today.
