Enlighten me. Hvac dummy!

So I basically no nothing about hvac. My house has all the ducts in the attic and the circular diffusers (butterfly) come out the ceiling for central air and heat.

I have 3 bedrooms 1 bath living room and kitchen. All bedrooms have a supply and return. The kitchen bathroom and living room have supplies but no returns. Theres just a return in the hallway. The basement has a supply and a giant return (probably double to triple the size of the rest). All the returns are open.

In the summer I close the basement supply ( depending on humidity then ill crack it) and in winter ill crack it as well to get a little heat. We don't really use the finished basement. But if I open it up then it drastically lessens the airflow upstairs.

Now my main question. The bathroom is the coldest with the a/c on. I have little thermometers in each room (have swapped around to verify) and with a/c on 76 all rooms match up. The bathroom gets to 68. Ive basically barely have the bathroom diffuser open now so not sure if that will make a difference as im just starting to test it. Will it? If so will that air go else where? Or am I better off going in the attic ( giant pain) and playing with the bathroom damper? The bathroom always feels the coldest in the winter which has me confused.

One final question. My furnace and duct feeds start in unfinished basement. I want to tape up what I can. Mostly can only get to return stuff, would that make a difference? Also the branch that goes directly to the finish side of the basement is wrapped in some cheap insulation. Is it worth it to keep it on? Or better to take it off and possibly let whatever heat loss help with heating up the unfinished side a bit in the winter?
