Honeywell thermostat not respecting cycles per hour CPH?

Hello folks, just a simple question; wondering if anyone can provide insight.

Does the CPH (cycles per hour) setting on the Honeywell thermostats actually do anything? I have a FocusPro 5000 and set the CPH to 2 for air conditioning, but it's cycling on and off FAR mroe than 2 times per hour (3-5 times in my case).

What is this setting for if it seems to be ignored?
