Is my return opening too small? It uses an 18x18 filter

Hi Everyone,

I just bought a new place a few months ago. On hot days it doesn't seem my AC can keep up. If it hits 92-93, it hits upwards of 80 inside. The living room vent measures 20-25 degrees lower than the return so it appears the unit is removing heat properly. The air flow into the living room seems kind of weak.

When I open the metal grate to pull the filter out while the unit is on, it feels like a massive amount of suction is going on. My old condo was 900sqft with a 20x20 filter and this place is 1100 sqft with 18x18. Was this installed incorrectly and should I cut out a bigger return and put a larger filter in there? Would this help push more air through the vents? It seems like this unit is large enough to cool my place and the air is 20 degrees colder so I feel like it's an air flow issue.
