[QUESTION] Can't get my water heater's pilot light lit (Reliance model 606)

The gas in my house was off for about 20 hours. When the guy from the gas company came by to turn the gas on, he came inside and lit the pilot lights for the water heater and furnace.

I didn't know he had done that so, when I came home from work, I assumed that the gas knob was still in the "on" position from before the gas got turned off. I turned the knob to the "off" position to go through the procedure of lighting the pilot light. (like a dumbass, I didn't ask anyone in the house what he had done) And now, I can't get it lit again.

It's a pretty simple procedure; Turn the gas knob off. Wait 10 minutes for any fumes to clear. Set the thermostat to "pilot lighting". Turn the knob to "pilot". Push the knob down and hit the electric starter.

When I hit the igniter, I can see some light through the sight glass. Judging from the color (kinda dark orange) I don't think the flash of light is from the igniter itself. But, the burner doesn't stay lit. If I hit it again immediately, I don't see a flash of light. If I wait a few seconds and then hit it, I can see the flicker again. It seems like it's not getting enough gas but, I don't really know enough about it all how it works to say for sure.

Of course, there could be a faulty component somewhere that's to blame but, I'm not leaning in that direction because the unit was working OK before the gas was turned off, and the water in the tank was still pretty hot, so I assume it must have been working for a few hours after the gas was restored before I foolishly turned it off again. I think it's gotta be operator error but, can't figure out what I'm doing wrong.
