Weird popping noise I'm unable to find something similar online to tell me what is going on

I have to upload the video here somehow. Facts are ac blows pretty cold, when running this pump which looks like it takes the water from. The evaporator makes a ridiculously loud, consistant popping noise. Is this called the vacuum pump?
