When only the furnace fan is running, is it similar to an air exchange?

Noob to HVAC. I'm wondering if a furnace still pulls air from outside and removes indoor air via the exhaust when only running the fan.

So if the temp is just right can we run the fan for the propose of bringing fresh air into the home? We don't get much airflow by opening windows due to the layout of our home.
