Mitsubishi M-Series vs P-Series Question. Similar?

Hi, all. I have been getting a couple quotes for a whole home heat replacement. Without getting too much into it, I will be doing ducted on the top floor of a split level and ductless on the bottom floor. The M-Series ducted does not qualify for the rebates and heat loan in my state due to it having a ducted SEER of 15.8 when 16 is needed for rebates/loan.

All my research up to this point has been about the M-Series. My installer told me that if he were to switch the top floor from the M-Series to the P-Series that it will meet the SEER requirements for rebates/loan.

Is it people's consensus here that this would be a suitable route to take? I do not know much about the P-series. Is it comparable? Better?

My major concern is having the heat work efficiently at around 10-15 degrees outside.
