Bought a small 5,000 Btu window AC. It's immediately making loud annoying cackling noises

I've tried tilting it back farther and farther to ensure draining, but it doesn't do much. How can I fix this?

I See much water buildup in the unit, but I'm on the third floor so it's hard to tell if anything is actually draining
