Hot bedroom, cold basement.

Hello, I'm looking for some help in order to improve my current situation.

I rented a small townhouse with a basement (3/4 finished, 1/4 unfinished with the furnace/air handler), a main floor and a second floor with all the bedrooms. I have the thermostat in the main floor.

The problem right now is that the basement and main floor are pretty cool, while the second floor is a lot warmer during the hot summer days.

In the finished part of the basement I have 1 supply register and one return grill. The main floor has 3 supply registers and two return grills. The second floor has 4 supply registers and only two return grills (one in one of the bedrooms and the other as a common return grill I would assume)

I know that it's not recommended to close registers, but I do have access to the dampers for at least all the registers of the basement and main floor.

Is there something I could do in order to even out the temperatures among all the rooms?
