Bad AC compressor capacitor? AC not cooling

Symptoms:

  • 1. When thermostat is set to cool auto 72 F, the AC turns on and air is blown out of vents, but the air out of the vent isn't cooled.
  • 2. The indoor thermostat says my indoor temp has been around 82 F. The outdoor temperature these days range in 70's to mid 80's F.
  • 3. While AC is on, I check the outside compressor unit. The fan blades aren't spinning. I can hear an electrical hum from the area of the capacitor.

Is my AC compressor capacitor bad? I had an a/c tech come out 4 months ago to replace the AC compressor capacitor. If not that, I was thinking maybe I have dirty evaporator coils, but that wouldn't cause the compressor fan to not work, right?

Not sure if related: Recently, my AC had frozen exterior lines and diminished cooling capacity. Replacing the AC filter solved the frozen lines problem.
