Circulating pump

Have a Utica boiler. Have the aquastat set to manual. Normally, the pump runs 24/7(big house) in colder weather. Currently, the pump is only kicking on when the thermostat calls for heat. Am I right in that the pump should be running all the time and the heat kicks on when the thermostat calls for it? Do I need a whole new aquastat. The aquastat is Honeywell.
