[Help] New apartment, having steam radiator problems

Hi

My apartment has 2 radiators, both are not functioning 100% and I need some advice.

1, a small 10 bar * 4 bar radiator in the main room that has the numbers 1512 with the second "1" in a circle. Has a silver steam valve on the top corner, piping in opposite bottom corner. Steam valve leaks a lot, spits out steam that makes my room humid and smells bad.

For replacement, how do you determine the correct steam valve/psi to use?

2 A wide guy hanging high on the wall of my bathroom, has 2 radiators stacked next to each other with the bars running horizontally. It has 6 horizontal bars on each side. This one is the doozy -- it seems like the steam valve is broken off and its tucked against a wall to where you wouldn't be able to get a drill/tools up to it easily (maybe a 90 degree drill would work?), it has been painted over 100x so the pipe is nearly smooth, the valve port is covered, and the shutoff knob is siezed. It is also nearly falling off the wall.

No idea what to do about this. The placement is bad for fixing the valve, the paint on the pipe is bad for fixing the shutoff/removing the radiator, and it is falling off the wall.
