Odd furnace issue - furnace technician is stumped

Hi everyone - thought i'd drop this question here as my furnace tech is stumped and I'm quickly running out of guesses. When my furnace kicks on in the morning after being off all night, the fan blows but I only feel cool air (likely ambient temp of the basement) coming from the vents. When I inspect the furnace, I can see the pilot burner and the flame sensor glowing red, but the main burners will not turn on.

Now heres the odd part - I've found that I can almost always get the main burners on by simply pulling out the air filter. Once the air filter is out, the main burners light up and I can then reinsert the filter without any issues. I've inspected the inside of the filter housing and the furnace itself, and I don't see any loose wires or any kind of switch that could be moved/triggered by moving the air filter. The filter itself is a 3M allergen defense filter and is in good shape and replaced regularly. The furnace itself is in decent shape (other than this issue) and is roughly 20 years old. Any thoughts?
