[HELP - NC Mountains] My heating bill in Dec was $270. Heat pump blower may be the culprit. [xpost /r/HVACadvice]

I am spending my first winter in this house and i am noticing some things about my HVAC system that aren't normal.

My house is poorly insulated and I expect that it would be slightly more to keep it heated than I am used to, but this past month was way more than I anticipated. What I think the issue may be is that the circulating fan never kicks off. The heating cycle works as expected and when the thermostat kicks the external unit powers down, but the blower fan keeps right on blowing.

I am leaning toward a bad contact powering the blower. What are your thoughts?
