House Without Ductwork

We're looking at a house without any ductwork in the basement. There are openings in the floor of each room upstairs where there was ductwork previously, but that's all.

This is a house probably built in the 60's, about 1,500 square feet.

There is old electric baseboard heat, but they should all be replaced. So, we're basically starting fresh.

I'm looking for the overall best option. There is only electricity. We can get propane but it would be a new setup.

Is it worth getting ductwork installed and going with a traditional system with propane, would a ductless mini-split be the way to go, or should we just keep it simple and go with electric baseboard heat and window air conditioning?

We don't want to spend more than we need to, but if spending a little more will give us the money back in energy savings in a reasonable time then it'll be worth it.
