Confusing heat pump thermostat wiring. New ecobee4 set up but heat doesn't work.

I have an existing electric York heat pump system with a furnace (I don't know details about it beyond that. I can provide a furnace label pic if necessary). The wires coming from the system were colored and labeled as the following (in order) with the previous Honeywell RTH3100C thermostat.

black - X

brown - W

yellow - Y

green - G

orange - O

red - R

blue - C

Here is a picture of it wired up with the Honeywell: https://i.imgur.com/6IUxXfl.jpg This setup was working as it should so it can be considered correct. Note the labels differ from the backplate labels, but I assume that's not important.

I labeled the new wires like this based on the old wiring: https://i.imgur.com/aq72Fp9.jpg

And here's how I wired it to the ecobee4: https://i.imgur.com/LMuFjPg.jpg

red - Rc

green - G

yellow - Y

orange - O/B

blue - C

brown - W1

black - not wired, as suggested by installation manual

With this setup, the system seems to be able to run the fan only when set to either heat or cool (title says heat, but neither work). The ecobee's "Aux" setting does make it blow emergency heat, but not nearly as well as regular heat would (but the old thermostat was the same. I assume emergency heat strips just suck in general?).

So I must have something wrong or the ecobee4 is not compatible with my system as I thought. Help! I really want to keep the Ecobee.

P.S. It does come with a C-wire "Power Extender Kit" for systems that don't have a C wire.
