Hydronics Question: Primary - ? - Secondary

I appreciate any help here as I'm a newer tech who got assigned to work on a system that doesn't make sense to me. This system is a pretty typical wall-hung condensing boiler serving a radiant floor install and what's throwing me off is that there's a second(ary) primary loop. I haven't run into this before and I can't figure out any design reason for having this loop. There are other significant design deficiencies in the system that make me question the knowledge of the original designer. Here's a simplified schematic of the system, the only real difference is that the real system has more pump zones.

There are no major components in this system beyond the boiler, expansion tank, air separator, the pumps, and the mixing valves right before the pumps. All of the loops you see are just copper pipes and tees. No buffer tanks or any of that business.

My thought is that the ? loop is a bonus primary loop; that the original installer did not understand that the boiler's internal circulator is providing its own primary loop and that he installed a "boiler loop" and a "primary loop" which are redundant.

But the reason I'm asking is that I want to make sure that there's not something I'm missing and that this system doesn't have some design considerations that I'm not aware of.
