Apartment A/C not getting cold enough

I grew up with window units in a larger home, but recently moved into a smaller apartment that has central air and I am alarmed at how slowly it cools down the apartment. I am in New Jersey so the weather has been warmer as of late, but still not reaching 85 degrees so I am concerned for the warmer months.

All temps in Fahrenheit: I turned the thermostat to 60 degrees before going to bed, the system kicked on and ran constantly all night. When the heat is on it turns on occasionally to warm up the place, but with the A/C it ran nonstop. I woke up about 7-8 hours later and the temperature had dropped from 72 to 70 degrees. System is pictured in link and has 5 vents throughout a 750 squarefoot apartment.

Basically I have never used this system of heating/cooling I didn't know if it would be a lot slower than window units, but I imagined it would cool quicker than that. The air coming out of the vents is cooler, but the overall temp of the apartment is not lowering as quickly as I would have expected. Also should it be running nonstop or is that a result of it attempting to cool it down? Concerned my electric bill is going to be rather high if this is an issue.

Would appreciate any input, because I am rather ignorant when it comes to this stuff and don't want to bother my landlord or his friendly handyman if I don't have to.
