Constant Fan vs Closing Basement Damper

Hi. I live in a 90’s built house with a full basement in Minnesota. We’ve always had a large disparity between floor temperatures (we have an upstairs, as well). Last fall, we had a new HVAC system installed with modulating heat, 2-stage AC, and a variable speed fan.

In the winter, we ran the fan 100% of the time and it equalized the floors relatively well. Now that it’s summer, we planned on doing the same thing to bring some of the cool basement air upstairs. However, we also have a damper downstairs that controls the basement duct work. Should we close that? Does that counteract the constant fan? Is doing one better than the other? Any advice is appreciated; thanks.
