Heat Pump question

Hello HVAC peeps,

We just got a ~1900 sq ft home with a Rheem RPNL-036JAZ heat pump. From what I've attempted to read up on, it's a 1H/1C system.

We can't get it to cool our house at all, so we called in our home warranty peeps and they told us our thermostat wasn't configured correctly and it'd be cheaper for us to fix it ourselves. Took my signatures for the $100 deductible and left.

I configured the thermostat myself, but it didn't change the situation. I called a Honeywell technician, they told me it should be working and should have been working with the previous configuration as well. We disconnected the red, yellow, and green wires controlling the cooling and shorted them together to bypass the thermostat and turn the cooling on, cooling didn't work.

By didn't work I mean, even though the outside unit boots up, turns on fan, and makes noise that I *think* sounds like a compressor, the thermostat in middle of room went from 84 to 82 from ~1:30 pm to ~5 pm as outside temp also fell, same thermostat directly on top of vent read (room temp-1 degree).

Our heating works fine, but our cooling is virtually non-existent. Are heat pumps really that bad at cooling or is this a legitimate problem and should I be demanding our home warranty deductible back, given the technician didn't do his job?
