Can I replace my compressor with a larger unit without replacing whole system? Will it make a difference?

I have a gibson GB3BM-24k-AB central air system. I live in a two story house approx 1300 sq/ft plus a basement. It seems that the unit has a lot of problems keeping my house cold especially the second story of the house. The unit is fairly new (less than 10 years old). The unit is a heat pump type system. The vents on the first floor blow air out fine however the vents on the second floor barely have any cold air coming out of them. Is this normal for a unit this size?

The questions I have are, Can I replace the outside compressor with a larger one without replacing the whole system in the house and will replacing the compressor with a larger one make any difference? Is it possible that my vents need cleaned out that is causing the issues in my second floor?
