Outside unit fan not working, 240V is good, cap is good, contactor is good, halp!

I'm trying to fix my parents AC, I have a background as an electronics technician and am reasonably competent in diagrams/schematics/troubleshooting.

Problem: AC does not work, outside unit fan does not spin, makes loud buzzing noise for ~30 seconds then turns off (contactor relay opens). If thermostat is turned to heat the inside blower works and circulates air throughout the home.

What I've done : measured 240 at contactor, it's passing through successfully and measures 24v on the outside terminals as it's supposed to. Replaced capacitor, no go. Replaced double throw/double pull relay before the PCB, no go. Is there anything else I can test with my handy DMM before I replace the fan motor itself?

I've exhausted the amount of knowledge I have and googling does not seem to be very informative (replace the contractor, replace the capacitor, ect..). Any help would be gratefully appreciated:)
