2 ducts replaced for furthest two rooms in older home, drastic reduction in flow.

Home built in 1955, Central Florida in Titusville. L shaped with the last two rooms being southern facing with two windows each. Before these ducts were replaced, the air coming out was ~72 f and somewhat forceful. You could definitely hear it. AC people were called out to see what could be done. They suggested replacing just the two ducts to bring cooler air in. $600 later, yes, it is now ~62 to 64 f, but the flow was reduce to barely a whisper. Walking into either of those rooms it is nearly silent, as if the AC turned off. I had to walk back out to the hallway to realize it wasn't. The rooms were noticeably more hotter than previously. So I called them back out, they said they forgot to remove the baffle thing that controls the air coming out of the vent. They also closed off all of the other vents somewhat, which makes all of them uncomfortably loud, just to force more out of the back two rooms. After this, yes, the rooms now are cooler, the flow from these vents still is not as much as the previous ducts allowed. So, we can live with the noise in every other room just to make these rooms cooler if we have to, but I understood that closing off vents to force air where you need it was a no no. They, the same company told us this years ago, as did the FPL guy when we did the blower door test. I feel the AC company did not do a good job, but I have nothing to compare this to, and I need advice.
