85-90 degrees in my apartment, with AC on!

I am hoping I can get some information on if my AC is working properly or not as it's been getting incredibly hot (85F+) in my apartment.

I live in California and we've been getting the first days of triple digits and it's been far from comfortable inside. I've had apartment maintenance out four times to look at this issue and each time they just tell me everything is working properly.

It's 95 degrees outside now and these were the temperatures:

Intake: 79 Intake vent
Register 1(living room) : 66
Register 2(Dining room): 69
Register 3(Bedroom 1): 70
Register 4(Bedroom 2): 70

These are listed in closet to furthest from intake/AC unit.

The AC has been set on 70 for the past few days and even in the early morning when it's cold outside it still doesn't drop below 72 in here. It's currently 80 in here now. I live in a pretty small two-bedroom apartment in an upstairs unit. I am also unable to provide model numbers here as my apartment has our units on our roof, so I have no access to them.

I should also mention that the AC doesn't seem to be blowing too hard. I put my hand up to the vent and it's sometimes barely noticeable.
