AC Keeps Flipping the Circuit Breaker

I rent my apt, and just recently they replaced the breaker switch for the AC. That issue was the breaker kept flipping off, and I would start smelling a weird smell (kind of fishy smell). They ended up saying it was a huge fire hazard. I noticed the breaker getting fairly hot to the touch. They replaced the breaker, things have been better.

Now the breaker will flip off every once in awhile, but the panel is cool and there is no off smell. What could still be causing this issue? The AC is on the roof, so I don't have access to it. When the breaker flips, the AC just blows room temp air.

My landlord said they're going to have someone replace the panel...not sure what that means. Does this make sense, can someone explain the possible issue?

I have a Nest 2nd Gen thermostat which I installed myself, never had an issue with heat, this is my first time using AC here. The AC unit looks really old as well.

Just trying to understand the problem, seeing if the two were related issues or separate. Thanks!
