Capacitors again?

I have a 90's era RUUD heatpump, a wide one 2 fans. Last summer I noticed the fans would jerk off and on while it was trying to start. After research I replaced the 40uf and 2 3uf run capacitors with new AmRad capacitors. That fixed it.

It ran fine until last week. The heat pump hadn't run for a month or more because of mild weather. After it got hot enough for the AC to start running I noticed the fans doing the off/on jerky thing again. It ran like that a few times and now the outside unit won't do anything. The inside blower fan runs, that's it. I tried flipping the breakers off and on, and pulling the outside disconnect and checking out the outside wiring box around the capacitor area. Nothing apparently wrong, nothing loose or burned.

Could it be the capacitors again or should I be looking at something else? I've already ordered more since they are easy to replace and I could keep them as spares.
