Flame sensor issue when trying to run A/C

I am far from a professional HVAC technician, but did a little troubleshooting on this issue and was wondering if you all have seen something like this.

I have a Goodman GPG1336 (3 ton) unit, A/C as well as gas heat. I had the A/C running during the night and woke up to the sound of a motor turning on and off. I took the panels off the unit and saw that the motor for the heating blower was turning on and off even though I was trying to cool the house with A/C, not run heat. The LED on the control board was blinking the diagnostic code for "Flame detected with gas valve closed". Manual says that when this happens, the blower is energized, which is what I heard.

I disconnected the white wire at the thermostat to make sure that there was no way the thermostat could call for the heat to come on. This did not stop the heating blower from starting and stopping and the diagnostic code.

This all started up the day after there was a storm-related power outage at the house, so that may be related. The heating blower only seems to do this cycling on and off when the A/C is not running because it has met set point.

Any ideas what is going on here? I did not see any shorting or burns on the wiring/control board.
